"Technical assistance for preparation of project "Modernization Mezdra-Medkovets railway section"

 

The Mezdra - Medkovets railway section is located in the North-western part of the Republic of Bulgaria and covers the Vratsa and Montana districts. Modernization of the railway infrastructure along Mezdra-Medkovets railway section is part of the TEN-T core network.  The realization of state-of-the-art railway infrastructure will create better accessibility to the eastern European markets and improve the interconnections between Western and Eastern regions.

The Action will produce a series of technical and administrative documentation necessary to prepare the modernisation of Mezdra-Medkovets railway section (around 85 km length) located on the pre-identified section Vidin-Sofia-Burgas/TR border Sofia-Thessaloniki-Athens/Piraeus of the Orient/East Med Core Network Corridor. The Action is a part of the Global project which aims at modernization of the entire railway line on the Orient/East Med Core Network Corridor between Vidin and Sofia.

The overall objective of the proposed Action is to support economic growth in Bulgaria by facilitating the improvement and development of the main railway infrastructure. The project will help Bulgaria meet its commitments to develop its railway infrastructure in line with the EU standards and transport policy.

The specific objective of the proposed Action is preparation of the necessary comprehensive studies, technical designs and documents for the implementation of project “Modernization of the Mezdra- Medkovets railway section” as a part of Global project realization. In particular its objectives are as follows:

  • To undertake analysis to help determine investment priorities and ensure that the proposals are technically, and economically viable;
  • To provide assistance to the NRIC to prepare technical designs and DDP for the modernization оf the proposed section;
  • To provide assistance to the NRIC to prepare technical specifications for the construction phase of the proposed section.

In order to achieve these objectives, the Action main scope comprise preparation of the following deliverables:

  • Technical design for of the modernization of the Mezdra-Medkovets railway section;
  • Technical specifications for awarding of construction works;
  • Detailed Development Plans (DDP) for the modernization of the Mezdra-Medkovets railway section;
  • EIA Report (as the old EIA Decision is considered as not valid)*;
  • Complex assessment report for the compliance of the technical design with essential requirements for construction according SDA;

 

Activities description

 Activity 1: Preparation of technical design and Detailed Development Plan

This activity aims at revision and preparation of a full technical design and technical specifications for the construction works and preparation of documentation for the Detailed Development Plans (DDP) for the railway sections Medkovets – Ruska Byala and Ruska Byala – Mezdra for ensuring the connection of the new line with the existing II and VII main railway lines in Bulgaria. This activity will be implemented through two sub-activities by external consultants selected by public procurement procedure: Elaboration of technical design and technical specifications and Preparation of a Detailed Development Plan(s) (DDP).

Activity 2: Preparation of Environmental Impact Assessment (EIA)

This Activity aims at preparation of necessary documentation to obtain the decision on the EIA from the competent Authorities. This Activity will start with a notification provided to the competent authority in accordance with the art. 10, para 1 of the EIA Ordinance and art. 6 of the Regulation on the compatibility assessment with the special areas of conservation. The purpose of the notification is to inform the competent authority (Ministry of environment and water) about the investment proposal of NRIC for “Modernization Mezdra-Medkovets railway section”, which is the first step of the EIA procedure.

Activity 3: Conformity and Interoperability assessment

This activity is closely linked to Activity 1 since the conformity assessment of the detailed design is performed during the entire process to the preparation of the technical design (prepared under Activity 1). This activity will be implemented through two sub-activities by the State certified external consultants selected by public procurement procedure.

Activity 4: Archaeological study

The objective of the study is to establish the presence and the exact location of archaeological findings in the determined areas for the construction of the sites of the railway infrastructure. The study will also aim to establish whether any archaeological objects within the scope of the project could be affected or destroyed by the subsequent project implementation. This activity will be implemented by external consultant selected by a procurement procedure.

Activity 5: Project management and communication

This Activity is cross-cutting and will be implemented by the Beneficiary through two sub-activities together with external experts selected through public procurement procedures.
